Nokia says that all Windows Phone 8 powered Lumia models will receive Windows Phone 8.1
We wouldn't be surprised to see demand surge for low-end Lumia models over the next few days. The Nokia Lumia 520 is already the most popular Windows Phone handset. Also slated to receive the update, and Cortana, is the T-Mobile branded version of the Lumia 520 called the Nokia Lumia 521.
For those with a Windows Phone 8 powered handset, from the Nokia Lumia 520 to the Nokia Lumia 1520, summer can't get here soon enough. The update will be sent out OTA in a package called Lumia Cyan.

I'd probably buy the 520 as soon as the update is released. I still don't see myself spending too much on a WP device (app gap) but I really want to try 8.1 out.

I would recommend not buying any WP device with anything less then 1gb of ram. All the new WP devices since the end of last year have had 1gb of ram or more (525, icon, 630, 635). Not to mention some apps require 1gb of ram, even Nokia's refocus app requires 1gb of ram.

With Android it Phone Manufacture Driven. With iOS and WP its OS manufacture driven. Everyone can hate all they want on Apple their OS updates allow most recent phones to get the update at the same time. Sure not all the goodies are include but they get most of them. My ATT Note 3 just got 4.4 KitKat but iPhone 5 received iOS 7 back on launch day. Androids other than Nexus line(for the most part) many times don't get the updates until months later. Also keep in mind Samsung started with 4.3 on the S4 for Verizon on locking the bootloader so many will not update to 4.3 or 4.4 because of the loss of Root with Custom Recovery.
I will install WP 8.1 on my Lumia 1020 as soon as it comes available.

no excuses or technical explanations are valid, updates are updates. everyone is getting their updates but android users r not. google could fix it by telling these moth..fo...ers to update every phone asap so android users njoy what google's os really has to offer. thanks google for doing it. i still love u...for no reazon...
