The app first appeared as an available update with a blank icon and a strange description. It read, "This app facilitates rule distribution for anomaly detection in critical system resource consumption by the Android operating system and installed applications.”
Many people were left baffled by this description. Even though it's clear that the app has something to do with Android, users had no idea what it actually does.

What this app actually does is monitor your Android system and all apps and processes, making sure they don't take too much hardware resource from your Android phone.
Android Pulse (com.google.android.apps.pulse) is an official, first-party Google system service designed for background diagnostics and anomaly detection. It manages rule distribution for detecting anomalies in critical system resource consumption—such as CPU spikes, memory leaks, and abnormal battery drain caused by the OS or installed apps. It runs entirely in the background and does not have a user-facing launcher interface. In system settings, it appears simply as Pulse with a green heart-rate waveform icon. While the package has quietly shipped on modern Android builds for months, Google recently surfaced it in the Google Play Store as an independently updatable component, causing it to appear in pending update lists.

According to a quick search on APKMirror, the Android Pulse app has been around for some time now, with the first version tracking back to March. The app was downloaded more than 10 million times and has seven previous versions.
It's strange that Google decided to distribute this particular revision as an update users can manually install.
