From October 9 through November 7, certain AT&T subscribers in three southern states will have their charges waived.

AT&T is looking to ease the load on those customers whose billing addresses are within the path of Hurricane Isaias. As a result, starting last Friday (October 9th) and running through November 7, AT&T postpaid and prepaid subscribers affected by the storm will have overage charges waived and will receive free unlimited talk, text, and data.
The company says that you might still receive an alert about an upcoming bill or payment that is due, "but accounts will reflect the credits and/or waived data, voice, and text charges," AT&T stated.
The carrier also provides standalone mobile charging trailers that offer dozens of charging ports using solar- and generator-sourced power to help residents in the areas stricken by the hurricane charge up their devices and help them stay connected.
As someone who was without power for a week when Hurricane Wilma hit South Florida in October 2005, I can tell you that I felt disconnected from the rest of the world. This happened before the modern smartphone era, but I remember being without cellphone service for about a week.
I also remember the excitement once cell service returned, and while I didn't care who won, I still recall listening to the final few innings of the last game of the 2005 World Series, won by the White Sox, on my phone the night that service was finally restored.
If you live in Alabama, Florida, or Mississippi, check the following lists to see whether your zip code is on the list. If it is, you will have any data, voice, and text charges waived, along with any overage charges.

Mobile Connectivity Centers can provide free Wi-Fi and battery charging to people hit by the storm
AT&T is also helping out those caught in the storm even if they aren't customers. AT&T typically dispatches its Mobile Connectivity Centers to an area hit by a hurricane. These climate-controlled trailers are equipped with free public Wi-Fi, computer workstations and charging stations designed to charge multiple devices.

Hurricane Isaias has since weakened to a post-tropical depression. Power outages in the US Southeast peaked at 910,000 homes and businesses during the storm. Even though the storm has been downgraded, it did cause infrastructure problems that have left some people in Florida without cell service.
Hopefully, any outages will be fixed quickly. As I said, I know what it is like to be without cell service during and after a hurricane, and it doesn't feel good.
