Windows 10 on 4GB ram is crap. Speaking from experience using opera and ram hitting the cieling.

No it's fine. I have a miix 700 with 4gb. The problem is opera. I use it on my desktop and that happens sometimes cause opera still uses flash. I have to switch to edge and its back to normal. Try uninstalling flash from the computer.
