It might be stopping at the low end of that spectrum to keep things manageable, or simply keep the iPhone 5s and 5c around as the 4" alternatives.
The larger iPad is said to be exactly 12.9", which jibes with numerous reports that Apple will have bigger iPad to battle the influx of Win 8 touchscreen hybrids and convertibles that is populating stores these days. The source mentions that this larger iPad will be aimed at the education (e-book) and enterprise markets, which makes sense.
Finally, the iWatch OLED display is said to be made by LG, and this coincides with a recent claim Apple has a working 1.5" prototype of the smart watch in testing that uses 1.5" flexible display panel.
