Of course Lollipop numbers are going to be far lower than any other version: there's only a fraction of devices out there running it. Outside of the Nexus lineup, nearly every flagship phone from Samsung, LG, HTC, Motorola, etc. has yet to get the upgrade, for whatever reason, be it manufacturer delay, carrier delay, what have you. Give it a couple of months. HTC is planning to push 5.0 out to the M8 in the next two weeks, and I would hope the Galaxy S4/S5 and the Note 3/4 would get theirs not long after; if it all works out, those numbers will look a little different come Q2.
