LTE [4G], will works based on a wireless network in 3.5G?

Higher, sometimes it means that can approach the past technology, but I am not sure.
Here in Panama, works two carrier based on 3.5Ghz, Claro 3.5G (UMTS : Universal Mobile Telecommunications System) as well Cable & Wireless Mobile.

If I buy this smartphone will works under theirs networks until they scale to upper technology?

No Verizon uses 700mhz for LTE so this phone can not be used on a 3.5Ghz network. Even CDMA wont work because it runs at 800/1900Mhz.
