Who was the UK feature phone designer MS swindled to build the HTC Canary?

I worked at Orange CH at the time, and vividly remember MS got an English company to build MS Windows Mobile on CE. Just before launch, the product was still not ready because MS kept fundamental parts of MS Windows CE off limits. The company did all the work for MS and had to shut down. But I cannot remember its name.
