Apple Iphone 4s verizon "world-edition"

The upcoming iphone 4s for verizon will be world edition. So does this mean that the gsm part of it is unlocked and a foreign sim card can work? or will it roam through GSM towers overseas and the billing will be through verizon? If its the latter can it be unlocked? I am going to pre order it sometime today and I need to know.

I called Apple when pre-orders opened and they told me that the all the iPhone4s phones are basically unlocked and that you can put a sim card in them when you are overseas. They told me that all iPhone4s phones are identical in hardware. It's just a question of whether you want to pay less up front by having a contract or not and who with.
