ZTE N880E to relaunch with Jelly Bean installed

Originally launched this past May, the ZTE N880E came to market with Android 2.3 running the show and now it is about to get a relaunch with Android 4.1.1 installed; ZTE is billing it as the first non-Nexus model to come with Jelly Bean out of the box...

so why can't the Droid 3 or Droid X2 get Jelly Bean then if they have better specs than this and the same amount of RAM
