Windows RT may get VPN, Bluetooth 4.0 and LE support, and more; Windows Phone too?

There has been a lot of information coming out about what Windows 8.1 (Blue) will add to Windows 8 or Windows RT devices, but there has been almost no mention of what the update will do for Windows Phone. A new leak suggests that Windows Phone Blue may be in line to get VPN, Bluetooth 4.0 and LE support...

Microsoft is getting better but needs to pick it up since it seems like apple is at a stand still.

Excuse my ignorance of acronyms, but what is LE?

one big reason I avoided Windows RT is lack of VPN support. If you're outside US there are apps that simply won't work.

Microsoft has deep pockets and can keep at this till the cows come home. But theres only one problem I see. Again to me, Legacy backwards compatibility. I was shocked that after getting everyone to move form winMobile 6.x to windows phone 7.x, because the kernel was all new, they again did a all new kernel and abandon all the people who purchased the windows 7.x phones and said sorry no new apps will work with your just purchased WP 7.x if you want to be able to use new features and apps migrate to WP8.x That's when I said enough. My phone was not more then 9 months old at that point when the announcement was made. I mean less then a year old and already "sorry move to our new phone offering if you want to enjoy these new features and apps" ( my contract is for 24 months). This really hurt all the OEMs who were producing win 7.x phones as well and they said to hell with it lets concentrate on Android - Now with Nokia doing the heavy lifting for WP and these new features being add ( alot from Nokia who are doing a great job ) it seems good but how long before Microsoft says oh sorry windows 9.x features and apps wont be supported on WP8 devices because we have a new kernel again. I mean look at the 928 and 925 beautiful devices by Nokia. Again they have done a fantastic job. But Ballmer scares me, Microsoft scares me as they seem to have no clear strategy. I really wish Bill Gates was back at the helm. I think it would be different. I don't know but that how I look at it. ( I love windows 7 but that Windows 8 interface as, a network, engineer has to go. I need backward compatibility so I can work with old devices that Banks, Schools, Hospitals still have on premise ).
