As a Wal-Mart employee I can confirm it's been this way for well over a month. Believe me or don't, but it's true.

If it's being sold for $349 by Google without a contract, then this phone should in fact be free with a 2 year contract, not even 97 cents.

I waited two months before it come out. I owned it first day when out for $299 and I exchanged for something else after 24hrs later. This cheap plastic crap only worth $0.97 that's right!
