U.S. Government and carriers to send out emergency weather alerts to handsets starting this month

A joint venture between the U.S. Government and the wireless carriers in the States is about to launch as the Wireless Emergency Alert system is scheduled to be turned on this month; handset users will receive alerts when dangerous weather is heading their way...

Is there going to be a charge for people who don't have "unlimited" messaging? How about for the manadtory presidental alerts?
