A tweet from Beeline, the Russian subsidiary of carrier VimpelCom confirms that carrier billing is coming to to the Windows Phone Store sometime in June or July of this year; recently, VimpelCom had signed a deal with both Microsoft and Nokia to allow buyers of apps, media and other content to pay for it via their monthly invoice from the carrier...

Correction: smartphone carrier billing started back in 2009. Dumbphones that allowed Java based games billed to carrier long before that.
