As we've reported the numerous ways on how prison inmates are able to smuggle cell phones into the tough confines of prison walls, this growing problem...

Because they are unable to just control the wave to block the prison only and the senate said it would be dangerous to block surrounding neighborhoods incase someone broke out .

not to mention the c.o.'s that are out in the tower and their radio goes out for someone reason will need to contact the desk to let them know of what's going on.
