Regional carrier U.S. Cellular is offering a new promotion in an attempt to show mobile phone users just how good its network is; potential customers will be allowed to test a device and U.S. Cellular's Tier 2 network for one week after which they can decide to sign a contract or they can decide to walk away never to return...

Too bad there is no contract based sales and concessions in india.. Almost Every device is sold unlocked and costs a small fortune

Its called a 14 day return policy... everyone has one, what's the difference with this? get a phone, try it out for 14 days, return it before the 15th day and you can go back. what am I missing?

Precisely. Every carrier has the buyer's remorse out with its agreement. The only difference here is how the paperwork might be handled.
