Can't they just cover the prison in a copper mesh? That would stop cell signals from getting in or out.

they have to stop the guards they are ones taking the phones in for money and charging the phones for money

I have a uncle who means the world to me (no father long story) who is in prison we texts me every once and a while
there are people like him with good intentions cant they just let certain people use them
