The judge ordered them to pay 35, 878 Canadian dollars each to the airline, and placed them on probation...

Rim was not happy, so they condoned the behavior??
Accept and allow (behavior that is considered morally wrong or offensive) to continue.
Approve or sanction (something), esp. with reluctance.
Clearly RIM do not condone the behavior, they fired the two men.

As someone who once was responsible for hiring and firing (well, at a public library... for a year), I can say that people who come to work and find stupid ways to pass the time without being productive... such as secretly playing computer games or surfing the internet, or worse, all day... should always be the first to go. If I were in charge at RIM, and I was asked to respond to the decision to discharge these two alcohol-ninjas, I would say GOOD RIDDANCE!
