This seems to be one hell of a tactic to supress competition.

Nokia just wants it's due like every other company that has patents on technology. Nokia has shown that they violated their patents, Apple needs to show that they didn't violate any technology patents. If Apple settles it just means that they stole technology from a competitor and the damage is already done. Market share is gone and money won't bring that back but it will help Nokia execs to sleep better for the time being.
