Nokia Android phone reportedly still "full steam ahead"

Last month, Evleaks tweeted a picture (which we must point out is highly photoshopped) of the Nokia "Normandy", which was a codename that no one was quite sure what to make of. The obvious question is the one that Evleaks posted with the picture: "Asha or Lumia", but surprisingly the answer might be Android...

While quite good news, if it is competitive in comparison to the Moto G; what I don't think is a good idea, is that Nokia apparently would rather go through starting another app ecosystem, than give a penny to Google.

Isn't this an issue that they're only just starting to overcome with Windows Phone?
Do they really want to start that whole trek from "They have no apps" to a good ecosystem again?
