They are considered to be live wallpapers, so the answer is yes.

You can install an extension like Hash and try your luck with a tag #random.

They do change. You can even set the interval at which they change for some of the extensions.

Contrary to what some believe, live wallpapers don't drain batteries as much as some would have you think. I'm running live walls on my Sony Z tablet and Nexus 7, battery life is great.

beutifull, but quite a battery hog.

most of the live wallpapers I have tried consume ~1-2%, this one goes 4-5% on my note.
