Perhaps for the last time as an independent company, MetroPCS is introducing a new, low-priced Android phone that costs just $149.99 and that is without a contract; the Huawei Premia 4G offers a 4 inch WVGA screen made of Gorilla Glass, carries 1GB of RAM and is powered by a 1.5GHz dual-core processor which is not bad for $149.99...

For $149, that is impressive. Good processor and RAM, decent screen size, though the camera and OS leave much to be desired. Can't win them all, especially if you want a sub-$200 phone.

That is a good price for a no-contract 4G phone.
Virgin Mobile tried to sell the Samsung Victory 4G LTE at $299 and received bad reviews. VM then dropped the price to $249, and the reviews improved. I still think the $249 is still too high.
When you have a Huawei 4G phone going for $149, does it make sense to spend an extra $100 for the Victory?

I don't want to sound bad but it all depends on of Huawei cut any corners when building the device. I like Huawei and in my opinion, they have a better wrap sheet then ZTE for build quality but I don't give my trust out to them for their build quality just yet, not till I hear some reviews of their phones months after they've been released.... But I wish T-Mo had picked up the Huawei Ascend P1 for prepaid markets.....that'd be nice...I know that phone had amazing build quality.
