The Windows Phone 8.1 developer preview will be made available to anyone having a WP8 handset, although, theoretically, it's aimed only at developers...

Works with any phone from what I understand. Very easy to sign up to, only takes like 5-10 minutes to register.

First, sign up as a Dev with "Windows Phone App Studio" (free). Not sure if we're allowed to post links here, but it is appstudio.windowsphone.com, or you can just do a Google search for it. Use your Microsoft (Outlook/hotmail) account to sign up.
Second, download the "Preview for Developers" app on your Windows Phone. Launch it, sign in using your Microsoft account, and just make sure to check the box that says "Enable Preview for Developers."
That's it, you'll be signed up now and will receive your early updates like you normally do, in the Phone Update section of your phone's Settings.

L930 if you want to give WP a try and if you want a smooth and fast phone with a great camera. If you want to customise the hell out of your phone and want it to be waterproof, the Z2. :D

Well, there won't be any problems with performance on either of them, they'll both be very smooth and responsive.
The Lumia 930 will probably take better pictures, and has OIS. It's also much smaller while having a similar screen size, so it'll be easier to handle without leaving you wanting for screen real estate.
The Z2 has front facing stereo speakers and is water/dust proof. It has a great camera, but lacks OIS. It has an extra GB of RAM, but it won't be that noticeable in real usage.
Android has more features and Sony's UI adds more to it, but you'll have to deal with delayed updates, unless you're into rooting and using custom ROMs.
WP has more unified updates and is more consistent in it's design than Sony's custom UI, but it's lacking in it's feature set and ecosystem, and it'll be a while until it's fully caught up with Android.
Choose what matters to you most out of these, and you'll have your answer.

How do you know the 930 will take better pictures? The Z2 has actually dethroned the 1020. Check DXO Mark review.

It also says the 1020 is worse than the Galaxy S4 and iPhone 5S. I don't find that very credible, considering the Lumia 1020 was placed on top of the smartphone camera world by literally every tech site except for DXO Mark. So, I feel like their "tests" should be left out.

its one of the best out there and it is almost a year old.....the only thing lacking is its speed....it takes so much longer for the next shot.....u are kinda blind if u say it is the worse.....may b ur saying this coz u have seen 5mp shots of the camera
s4 is so much bad indoor....and there is when 1020 shine....i would say they both area the best for outdoor sunny day :)

I never said that the 930 will take better pics than the Z2. And I don't find DXO Mark's review credible.

Sweet, can't wait! Although usually, I look forward to new releases with excitement and then just kind go "meh" a few days later. Really only so much time you want to spend on your phone anyway.
Just happy that Microsoft has this Developer Preview system going. It's like an opt in "Nexus" program for those that want to think about it in Android terms. You get the latest stock builds OTA from Microsoft directly.
