Virgin Mobile currently has that phone on sale at 20% off. The list price is $199 so the phone is now going for $160.

I just don't get why/how this device can run ICS & HTC Sense 4.0 on 512Mb RAM, but devices like the Evo 4G & Evo Shift cannot.

Because Samsung's and Moto's old devices gets the latest custom UI updates regularly ?

Because it's not actually Sense 4, it's incredibly cut down (no leap view, only 5 home screens, everything is 2D, many widgets and apps cut out) in order to fit in the phone and run smoothly.
