Google Now may soon be part of the Chrome browser

Some intrepid code hunters have found some clues that could point to Google Now shaking off its mobile roots and making a move into the Chrome browser itself, and even ChromeOS...

The same reason Siri isn't available on older iPhones. New versions having new stuff is incentive for users to get new devices, and manufacturers to push updates.

They brought pinch-to-zoom to Gmail, why can't they do this?

Even pinch to zoom in Gmail is only available to those on Android 4.0 or higher

there is always a chance that an XDA dev will come with up with something that will allow you to use the newer version of Google Now on older phones.

You just got the answer: Google do not only want Google Now available for all Android users, They want it availble to every1 through Chrome.
