Just need to have network coverage. :-). Then of course there are sat phones. If it truly is competitive with wall charging, this could be a must have camping accessory.

I bought two goal-zero nomad seven panels way cheap at Costco and they can charge faster than a wall outlet with enough sun so no doubt this thing can.
