I don't care what the rationale is, this is a supreme d**k move. Perhaps there are people like my parents, who live way out in the country where only dialup exists other than cell phone Internet, and who therefore are unable to download the update because a) they wouldn't know where to go for that and b) if it's an AT& T phone, you need wifi to update the phone.
Fortunately, my dad has my old DROID X, which will never be unable to access the Play Store even if it's on an old version of Android.
