It's just called messenger for Android, but you cannot download it from the market I don't think. You open your Facebook app and it should prompt you to download it or ignore it.

No you cannot "turn it off", but you can turn off notifications for it so you won't get spammed anymore.

I was using it with my cousin a while ago. I actually really like this app. It's smooth and not buggy at all. Wish I could say the same for the regular Facebook app. Which Facebook definitely needs to FOCUS on! (iPhone user) Thanks!
