Why does the FCC keep giving things to T-mobile?

Actually Verizon offered to sell some spectrum if the deal was approved but T-Mobile complained to the FCC so Verizon came back with offering T-Mobile some of the spectrum it was trying to acquire along with selling some as well.

For the same reason that AT&T was stopped from acquiring T-Mobile. Without T-Mobile, the major carriers would be only AT&T, Verizon and Sprint. And seeing as Sprint is not doing so well, AT&T and Verizon would have a choke hold on the mobile industry, making it easier to form a monopoly of sorts. Or maybe not.
