The entry level Nokia Lumia 505 stars in a carrier made video showing the model getting unboxed by Mexican mobile operator Telcel where the device is exclusively available; the sister model to the low end Nokia Lumia 510 will soon launch in Mexico with a 3.7 inch AMOLED screen, a rear-facing 8MP camera and a 1300mAh battery...

Well as far as I remember, Telcel, not TelCel, loves to overprice their equipment, like the gs3 was 11k pesos, right under 1k dollars, the 808 pureview was at 10, 500 pesos, right at 960 $ heck they even had the nokia n9 for 5k pesos, around 490 $ so they are for sure pricing this at I'll say 6k pesos, at 550 $ you can't expect anything less from the richest man in the world's largest gross revenue company, telcel

You're not converting Mexican pesos to dollars correctly... the exchange rate is around 12.6, and when those phones launched the peso was around 15. You also need to take into account taxes, in Mexico prices are listed including VAT, in the US sale taxes are not included, so the prices are misleading.

I don't know who told you Telcel had the highest gross revenue in the world, but whomever he was lied to you.

Moreover (this was not the case in the past) Telcel's contracts are surprisingly cheap and you can get high end phones for free in cheap 2 years of contracts of around 50-70 USD, more importantly, the cost of data (even if you're using LTE) is really cheap compared to... everywhere.

You can get 10 GB of LTE for less than 50 USD and 30 GB for around 120 USD.

A phone of weird compromises if you ask me, nice design with bad specs, 8mp camera and no flash and so on....
