I live in Argentina, the crackdown on the currency exchange is horrible! If you want to buy a new phone, you have to do it outside the country because here it's too expensive. For example, a Samsung Galaxy S3 it's 300 dollars with 2 years contract at 50 dolars per month! And it's not unlocked...

In Iran we are experiencing your conditions for 35 years...
An employee in Iran is paid 500$ in month; and A GS4 is 650$...

In argentina the average job gets 300 dollars a month. Furthermore for voting the 10 year old goverment that plans to stay forever you get 100 dollars a month as a "subsidie". So no one wants to work other than inmigrants. And the middle class is tempted by a mercenary militant group that offers you jobs that get 2000 dollars a month for being an insider in justice offices and corporations to tell them who is against the goverment so as to get those places closed through unfear and illegal moves. They even bought most of the media to make population think they are doing things completelly right while the only group of media which refused is being threatend to get expropriated as an airline and an oil company that used to be argentinian but where sold to spanish enterprises 30 years ago.

In the Philippines, some people who earn as little as $200-300 a month still buy a GS4 at $650, even an iPhone 5 for much more. These smartphones make people crazy. They empty their wallets just so they can have the latest models every time the upgrade comes out. Call me whatever but that's hard-earned money just thrown away.
As for me, I'd get a new phone with the carrier when my contract expires.

You are making the math wrong, for the ones that don't know the situation the goverment stands on a set of lies and fake numbers to control population with small amount of money they call subsidies, but really is a payment to vote them for life. As a result investors and even citizens started getting their dollars out of the banks and the country because in 2001 another goverment stole the dollars from people who were saving them on banks. This produced that the national reserve couldn't sustain the currency exchange without a devaluation so to avoid that and keep the numbers fake they don't allow people to exchange money unless they travel abroad, and if they do they just give them 70 dollars for each day. So people started exchanging on illegal currency exchangers called cuevas (caverns in english) and theres a new unofficial currency exchange called dollar blue. This unofficial currency changes daily based on the lies that the president says every day. For example 2 days ago she said they were going to send their militants to illegaly control prices on supermarkets and the blue went up to 15% more than the week before. The gap between the blue and official currency exchange is between 70% to 90% depending on the day and it may become more. So doing the math correctly the galaxy s3 is 430 dollars with a 50 dollars 2 year contract.

Free advice for Argentine Devs' from yours' truly:
move your Google accounts to Colombia or Brazil as, most of the other South American countries are becoming increasingly Socialistic. But, if you stay in Argentina, 'don't cry for me ...'
