Let the market decide. If the public doesn't want fart apps they won't move. I see nothing wrong with putting them in a category so that those who are not interested can ignore them. But why restrict developers? Oh yeah ... one reason might be because Apple is trying to set on all the apps like a mother hen and must somehow manage the nest so restricting apps is one way.
