I believe you mean the Samsung TouchWiz UI
That is available on many of their "dumb" touch screen phones and also the Omnia Smartphone.
(TouchFlo is made by HTC and is used exclusively on their Windows Mobile Smartphones)

it will, though this first beta release is only for the N810. They didn't release the windows mobile beta yet.

possibly this is where you can download the client application for the marketplace for 6.1 phones?
