Motorolla V551, Cingular BT to T3

Does anyone know how to use the V551 to access the Net via dial-up with a BT connection to a Tungsten T3? Palm has posted a new phoneupdate which has several Moto phones, V600, V500 V525. I do pair and the T3 does dial but I get a no carrier error message. Do I have to subscribe to Cingular's data service to dial up a web connection with my ISP? Di I have to go into settings & enable something on the phone? The tech people at Cingular don't seem to know much about this phone yet.
