Per-Call Charges?

I have a "T-Mobile To Go" plan where I pay for each call. If I call to a non-T-Mobile phone, do they charge extra? Is that considered roaming charges? For example, is there a difference in charges when I call a Nextel phone rather than a phone covered by T-Mobile? I thought that all calls dialed cost the same.

Roaming Call is when your phone uses Cingular coverage if there is one and none for T-Mobile.
