How do i download videos on the mini sd card for my new lg vx9800 and what format?

You'd better get a computer card reader (USB) so you'd be able to transfer computer-card. Videos should be in .3gp AFAIK

How do you get a video into that format? I've tried a bunch of different things, but none of them have been successful.

they have a few programs out there that convert files but i havent found a free one yet that works pretty good...just try searching 3gp convertor
