HTC Quad Band GSM

The new HTC Imagio and Touch Pro 2 from Verizon are using SIM card instead of just CDMA network. According to the spec, they are Quad Band GSM / CDMA Global Ready phone. Does this mean I can take this phone oversea and use the local sim card to make call?? Or I still need to unlock it first??
